Abdel-Zahraa Othman, the head of the Iraqi Governing Council, was killed by a suicide bomber in Baghdad this morning. He is the second council member to be killed. American and British officials, as well the Iraqi foreign minister, have said that the killing will not derail the transfer of power expected to take place on June 30.
